Michele Nogueira is an Associate Professor at Federal University of Paraná, Brazil. She holds a D.Sc. in Computer Science from UPMC/LIP6 - Sorbonne Université. She is a Research Fellow at Brazilian National Council for Scientific and Technological Development (CNPq) and is is the Vice-Chair of the IEEE ComSoc Internet Technical Committee (ITC)

Gustavo Betarte received a Ph.D. degree in Computer Science from the University of Gothenburg, Sweden. He is a Professor at the Department of Computer Science of the Engineering School at Universidad de la República, Montevideo, Uruguay, where he leads the Computer Security Group. His research interests include formal methods, program verification, software and system security and foundations of computer science. He is currently working on the application of knowledge discovery techniques for adaptive software security, the formal definition and verification of security properties of smart contracts and the security of cyber-physical systems.

Filipe Sousa is a senior researcher at Fraunhofer Portugal AICOS and head of the Connected Things department. He leads a group in the research field of cyber-physical systems addressing the Internet of Things (IoT) challenges in identity, security, privacy, connectivity, interoperability, and reliability topics. Filipe Sousa holds a PhD in telecommunication from the Porto University and a Master in Business Information from the Catholic University of Porto. At Fraunhofer Portugal AICOS, he coordinated the mobilizer project AAL4ALL, involving 32 partners and the SmartBEAT project. His main research interests are in mobile computing, embedded intelligence, and wireless communications.

Fernando Paganini received degrees in both Electrical Engineering and Mathematics from Universidad de la República, Montevideo, Uruguay (1990), M.S. (1992) and PhD (1996) degrees in Electrical Engineering from Caltech, USA. His doctoral thesis received the Wilts and Clauser prizes. He was postdoctoral associate at MIT (1996-97) and between 1997 and 2005 a faculty member of Electrical Engineering Department at UCLA, reaching the rank of Associate Professor. Since 2005 he is Professor of Engineering at Universidad ORT Uruguay. He has received the Schuck (1995) and Axelby (2004) Best Paper Awards, and the 1999 Packard Fellowship.

Leonardo Steinfeld is Assistant Professor in the Electronics Department at the Facultad de Ingeniería, Universidad de la República. He received the B.Sc., M.Sc. and Ph.D degrees in Electrical Engineering from the Universidad de la República (UdelaR), Montevideo, Uruguay, in 2002, 2007 and 2013, respectively. His primary research interests includes low-power embedded systems, wireless sensor networks and Internet of Things.

Lorena Etcheverry received a BE in Computer Engineering (2003), a M.Sc. Degree in Computer Science (2010), and a Ph.D. in Computer Science (2016) from Universidad de la Republica, Uruguay. During her Ph.D she worked at the Laboratory for Web & Information Technologies at Université Libre de Bruxelles (ULB), Belgium. Since 2003, she has been with InCo, Universidad de la República, where she is currently an Associate Professor. Her research interests are in the field of data management, in particular big data management, graph databases, data anonymization, and the Semantic Web.

Germán Capdehourat holds a degree in Electrical Engineer (2006), a Telecommunications specialization (2009) and a Ph.D. in Electrical Engineering (2015), all from Universidad de la República (UdelaR), Uruguay. He has been with the UdelaR School of Engineering since 2005 and is an Associate Professor since 2015. He is part of Uruguay's National Research Program (SNI) since 2012 and has participated in several R&D projects in the areas of image processing and wireless networks. Since 2007, he also is with Plan Ceibal, where he participated in the deployment of the connectivity solution throughout the country, and since 2013 he is part of Ceibal R&D team.

Matías Richart is a PhD candidate at Universidad de la República (UdelaR), Uruguay and at Universitat Politècnica de Catalunya (UPC), Spain. He received his Computer Engineer and Master degree from UdelaR in 2011 and 2014 respectively. He is currently an Assistant Professor (Profesor Adjunto) at the Department of Computer Science of the School of Engineering, UdelaR. His research interests are in autonomic control and resource management of wireless networks through the application of network optimization and machine learning techniques. His has also experience in the fields of 5G, network slicing and network simulation.

Guadalupe Tiscornia received her B.Sc. degree in Biological Sciences and M.Sc. degree in Environmental Sciences (both from the Natural Sciences College of the University of Uruguay). Currently, she is finishing her PhD program at the Agronomy College of the University of Uruguay. Since 2011, she has been part of the GRAS Unit (Agro-climate and Information Systems Unit) of the National Institute of Agricultural Research (INIA Uruguay).

Alejandro Francisco La Manna received his degree on Agricultural Engineering from UdelaR in 1987, and got his Ph.D. on Animal Nutrition at Oklahoma State University (OSU), U.S.A., in 2002. He's been working at INIA (National Institute of Agricultural Research) since 2002, working in animal nutrition, production systems and environmental impact. La Manna has been a consultant both at the public and private sector, and completed a Post-Doc internship about data science and sensors in animal production at OSU in 2017/2018. He has an important academic production, frequently publishing in journals and conferences.

Jorge Visca is aPhD student at Universidad de la República (UdelaR, Uruguay). He received his Engineer Degree from UdelaR in 2009 and a Master Degree in 2014. He is currently an Assistant Professor (Profesor Adjunto) at the Department of Computer Science of the School of Engineering, UdelaR. His main research area is Opportunistic Networking, with emphasis on algorithms, stochastic modeling and evaluation. He also works in robotics, mainly in educational and research applications.

Gonzalo Tejera is Professor and co-head at the MINA research group at the Computing Institute at the Faculty of Engineering at the Universidad de la Repúbica (UdelaR), Uruguay. Dr Tejera received a PhD in computer science from the PEDECIBA program under the direction of Dr Alfredo Weitzenfeld (USA) and an MS under the same program directed by Dr Juan Miguel Santos (Argentina). Dr Tejera is the director of the autonomous robotics and embedded systems laboratory of the Faculty of Engineering.

He is an -Electrical-Mechanical Engineer from UNAM (Mexico), and obtained a MSc Degree in Engineering (Control) at the same University in 1986. His main academic interests are in the area of ​​Automation and Theory of Control. He has worked mainly in Process Control, Mathematical Modeling of Processes (Identification of Dynamic Systems) and Robotics (sensory fusion, motion control, etc.) He was Chief of Departments of "Control and Industrial Electronics", and "Systems and Control" at the Institute of Electrical Engineering at UdelaR. He has been a member of CSIC and CONICYT, and director of the National Agency of Research and Innovation (ANII).

Raul Ververis is a Mechanical and Industrial Engineer, graduated from the University of the Republic, Uruguay. He has vast experience in software and application development for logistics and engineering companies. Since 2004, in the public sphere, in the Municipality of Montevideo, he worked in the area of fleet and equipment maintenance. Since 2016, he has been part of the "Gerencia de Tecnología para Ciudades Inteligentes" team, in particular participating in the IoT area.

José Yabar is Systems Analyst of the Facultad de Ingenieria, Universidad de la Republica Uruguay (1996). Since 2017 working in the Intelligent Cities Platform Area of the Municipality of Montevideo. Analyst in the Development Area of the Municipality of Montevideo since 2011. Analyst and Project Manager at the General Directorate of Public Safety, Government of Catalonia for Deutsche Telekom since 2002.

Jose Miguel Barone is Software Engineer graduated in UDELAR, Uruguay. He worked on software development, architecture and GIS on local public companies like BPS, MTOP, SINAE, ANTEL, private companies like IBM in Uruguay and also consulting in other countries like Mexico, Argentina and Republica Dominicana. Since 2016 he is working on Smart City technology in the Montevideo local government and in 2017 assumes as manager of "Plataforma de Ciudad Inteligente" in "Gerencia de Tecnologia para Ciudades Inteligentes".

Nicolás Jodal is a Systems Engineer, graduated from the University of the Republic of Uruguay. Together with Eng. Breogán Gonda, he is co-creator of GeneXus, the world ́s leading tool for making mission-critical applications on multiple platforms, using artificial intelligence. The creation of GeneXus gave both Engineers “The National Engineering Award” from the Academy of Engineering of the Oriental Republic of Uruguay. GeneXus is an Uruguayan company that has created the homonymous software used in more than 45 countries around the world. Jodal is also an active promoter of entrepreneurship. He also participates in the Board of Directors of ThalesLab, a Company Builder, which was created to support high-potential technology Startups and Spin-offs.

Guillermo José Moncecchi Giordano (Paysandú, July 13, 1972), has been Minister of Industry, Energy and Mining of the República Oriental del Uruguay since January 31, 2019. Previously, he held the position of Vice Minister in the same ministry. He holds a degree in Computer Engineering, a Master's degree in Computer Science and a PhD in Computer Science from PEDECIBA/UdelaR and Université Paris X.

María Simon, Electrical Engineer and Full Professor at Uruguay’s Public University, Universidad de la República (UdelaR), in the field of Telecommunications. Her academic interests, in the field of Telecommunications, include Information Theory, Signal Coding and Data Networks, especially traffic studies. She is also working in Digital Television. She has been Minister of Education and Culture between 2008 and 2011 and President of the Board of ANTEL (National Administration of Telecommunications, public company) between 2005 and 2007. From 1998 to 2005 she has been Dean of the School of Engineering of the same University, and was reelected from 2015.

He received the degree of Electrical Engineer in 1990 from Universidad de la República (UdelaR), the MSc degree in Electrical Engineering in 2000 and the PhD degree in Electrical Engineering in 2003. Since 1986 he is a professor at the Institute of Electrical Engineering at UdelaR, and currently holds a Professor degree (tenure track between 2005 and 2010). Throughout his academic and professional activity he has participated in 76 published technical papers. From 2006 to 2014 he was a member of the Council of the Faculty of Engineering. Since 2010 he has served as Chairman of the Board of Directors of the state-owned Electric Power Generation, Transmission, and Distribution company (UTE).

Miguel Renom is a PhD student in computer science from the Université Paris-Sud, France. He received his M.Sc. in computer science from the same university (2018) and his degree in Computer Engineering from Universdad de la Republica - UdelaR (2014). His research focuses on the area of Person-Computer Interaction, focused on fundamentals and generative theories.
